These numbers are in correlation with the Hidari mitsudomoe. It is Japanese symbol that translates to "left threefold tomoe". It's a spiraling design that's often called a "tomoe" in Japanese. The word "tomoe" refers to a comma-shaped symbol. The mitsudomoe is a common design of three swirls or three magatama. It's seen on Japanese family crests, roof tiles on traditional Japanese homes, Shinto shrines, and Buddhist temples. Some believe the mitsudomoe represents the threefold division (man, earth, and sky) at the heart of Shintoism. A Buddhist variant is called the Hidari Gomon and symbolizes the cycle of life.

Suigetsu:

Suigetsu Hōzuki is a minor antagonist in the Naruto series. He is a shinobi from the Hōzuki clan in Kirigakure. He is the younger brother of Mangetsu Hōzuki, one of the Seven Ninja Swordsmen of the Mist. Suigetsu is also one of Orochimaru's best human experiments.
